BNP Paribas, France’s largest bank, has received a regional headquarters licence in Saudi Arabia, marking another step in the lender’s expansion across the Middle East. The licence was reported by Saudi Arabia’s state news agency SPA on Tuesday.
The move places BNP Paribas among a growing number of international companies strengthening their presence in the kingdom as Saudi Arabia seeks to attract global businesses and establish Riyadh as a major regional financial centre.
The announcement was made during a meeting in Paris between Saudi Investment Minister Fahd bin Abduljalil Al Saif and BNP Paribas Chairman Jean Lemierre, according to SPA.
Riyadh Pushes for Global Headquarters
Saudi Arabia has accelerated efforts in recent years to persuade multinational companies to establish their regional headquarters in Riyadh. The initiative forms part of the kingdom’s broader economic diversification strategy and its ambition to develop Riyadh into a leading financial and business hub in the Gulf.
Riyadh is competing with established regional centres such as Dubai and Abu Dhabi in the neighbouring United Arab Emirates. To encourage companies to relocate, the Saudi government has introduced policies linking access to certain state contracts to the establishment of a regional headquarters in the capital.
The headquarters initiative is a key component of Saudi Arabia’s efforts to attract foreign investment and deepen the participation of international businesses in its economy.

BNP Paribas already has a presence in several major Middle Eastern markets, including Saudi Arabia, the United Arab Emirates, Qatar, Kuwait and Bahrain.
The new regional headquarters licence is expected to further strengthen the bank’s position in the Saudi market as the kingdom continues to expand its financial sector and attract international investment.
Saudi Arabia’s economic transformation programme, including projects linked to its Vision 2030 strategy, has created growing opportunities for global financial institutions, particularly in areas such as investment banking, corporate finance and capital markets.
The decision by BNP Paribas to secure the licence underscores the increasing importance of Saudi Arabia to international banks and businesses seeking to expand their operations in the Gulf.
